Among the bills the State House of Representatives is scheduled to address tonight are:
HB 5750. An Act Concerning Outdoor Advertising - This bill lifts Governor Rell’s executive order barring billboards and outdoor advertising on state property. The order also prohibits the state from entering into any new contracts for billboards on state property and from renewing any existing contracts for the same. The bill also creates a Commission on Outdoor Advertising to study and evaluate outdoor advertising on state property. This bill previously passed the Transportation Committee by a vote of 28-3, and the Appropriations Committee by a vote of 33-15.
HB 5600. An Act Concerning Connecticut Global Warming Solutions - This bill requires the state to reduce its emissions of CO2 to 10% below 1990 levels and 85% below 2001 levels. It requires the state’s DEP to work with the Northeast States for Coordinated Air Use Management (NESCAUM) to inventory the state’s “Greenhouse Gas” emissions and recommend strategies to meet the emissions caps. It also requires the Governor’s Steering Committee on Climate Change to create a subcommittee to assess the impacts of climate change on state and local infrastructures.
